On April 10, 2017 Park Board Commissioners approved the proposed Joint Operating Agreement (JOA) with modifications to include: support of either an Opt In or Opt Out membership model; increasing the initial term to 10 years; expanding conditions for use of revenue to include CCA “purposes”; and amending terminology from Surplus Revenue to Retained Earnings.
